Meet the candidates of the City of Baytown November 7, 2017, General Election for Council Member District Nos. Four (4), Five (5) and Six (6).

COUNCIL MEMBER DISTIRCT NO. FOUR (4):

Heather L. Betancourth, Candidate

Heather L. Betancourth was born in Houston, Texas and was raised in Spring, Texas. She graduated from Chester W. Nimitz High School in 1998. In 2001, she obtained an Associate of Arts from Lone Star College and in 2003 she earned a Bachelor of Arts in journalism from the University of Houston.  In 2015, Heather completed a Master of Science in Professional Writing and Technical Communication from the University of Houston-Downtown.

Heather’s early career as a journalist included time spent at the Pasadena Citizen, Baytown Sun, Katy Courier, and Houston Chronicle. Currently, she works for Chevron Phillips Chemical Co. and is responsible for managing the company’s community affairs for the East Harris County region. In 2015, Heather was named one of the “Top 20 Under 40” by the Baytown Sun.

Heather has worked closely with the City of Baytown not only in her job, but also as a volunteer on the 2016 Imagine Baytown advisory committee, 2017 charter review committee, and is a strong supporter of local agencies and events, such as Baytown Habitat for Humanity, Girl Scouts, and the United Way of Greater Baytown .

Heather married long-time Baytown resident Robert Betancourth and became a step-mother to Cecilia, Robert, Briana; and Lucy, a rescue from the Baytown Animal Shelter. In her leisure time, Heather can be found running in Jenkins Park or biking the Goose Creek Trail.

Robert "Bob" Hoskins was first elected the District 5 Council Member in May 2011.  He was un-opposed and re-elected in November 2014. His current term expires in November 2017.

A strong community leader, Council Member Hoskins has served two terms on the Goose Creek Consolidated ISD Board of Trustees, including one term as President, and two terms on the school district's Facilities Planning & Rezoning Committees. In addition to the various committees and boards   that he sits on as a City Council representative, he also represents his empl-oyer on the Board of Directors of the Baytown/West Chambers County Economic Development Foundation, and is on the Board of Directors for the Baytown Chamber of Commerce, serving as Chairman for both the Education  Committee and Partners In Education Committee.

A life long resident of Baytown, Hoskins is a graduate of Robert E. Lee High School and attended Lee College. He holds memberships with the National Fire Protection Association Industrial Board and the American Society of Safety Engineers. He is employed as a Operations Superintendent with Enterprise Products in Mont Belvieu.

Council Member Hoskins enjoys spending time with his wife, Pamela and family, outdoor activities and reading/researching history.

Thomas J. Parent is originally from Southbridge, Massachusetts and moved to Baytown in 2000 with his family.  He is a graduate of Robert E. Lee High School and is currently a project manager for Armor Industrial Fabricators.

If elected, Mr. Parent hopes to address such as:

• Public safety
• Affordable housing
• Economic diversity
• Community engagement
• Traffic control

Parent is married to Stacey and has a stepdaughter Heather who will be attending Goose Creek Memorial in the fall.

David Himsel, Candidate

David Himsel was born in Washington, Indiana and moved to Baytown in 1971 at the age of 12.  He attended Cedar Bayou Jr. High and graduated from Robert E. Lee High School in 1977.  David graduated with his Associate of Arts from Lee College in 1979 and in 1981 he earned his Bachelor of Arts in Business and Marketing from the University of Houston-Clear Lake.   

David has been an employee with The Kroger Co. (Kroger’s) for thirty-eight years and is currently the General Manager of the Kroger Marketplace on Garth Road.  David has been awarded Kroger’s President’s Leadership Award in both 2014 and 2016 for his commitment to effective business collaboration, management best practices and merchandising innovations.

David enjoys spending time with his two daughters, Lindsey Himsel and Keely Himsel Frazier, and enjoys hunting, fishing East Bay, SCUBA, snow skiing and other outdoor activities. 

 

Jerry L. Doyle, Candidate

Jerry Doyle has lived in Texas for thirty-five years and has been a resident and homeowner in Baytown, Texas, for the last twenty-two. Jerry retired from National Flame & Forge Company after ten years of service and is a Veteran of the United States Army, Vietnam Era, and currently a lifetime member of the Baytown American Legion Post 323. He is a proud father of five and grandfather of twelve and a member of the Trinity Episcopal Church in Baytown. Jerry ran in the 2012 election for the U.S. House to represent Texas' 36th District. He was defeated by Steve Stockman and Stephen Takach in the Republican primary on May 29, 2012.

 

Christina D. Pape, Candidate

Christina D. Pape is the daughter of Becky Shaffer of Baytown and Al Stephens of Austin, Texas, a retired Air Force Linguist and was born at Hill Air Force Base in Layton, Utah.  She has lived in Omaha, Nebraska and Berlin Germany, and lived in San Angelo, Texas since the fifth grade.  She graduated from San Angelo Central High School in 1992, and went on to complete a Bachelor of Science in Biology, Masters of Arts in Biology, and Masters of Arts in Curriculum and Instruction at Angelo State University.

Christina taught science at Grape Creek ISD, Lorena ISD, and Sealy ISD.  In 2007, she moved to Baytown and taught IPC at Goose Creek CISD (Lee HS), and was an Instructional Coach at Highlands Junior School (HJS).  She takes great pride in being part of the campus team that achieved an Exemplary rating from the Texas Education Agency.  HJS was the first Goose Creek CISD secondary school to earn this recognition.            

She is married to Peter Pape, and has three children, Cassadi Pape (20), Jaron Pape (16) and Cammi Pape (14).  After Christina resigned from working to stay at home with her children, she has been a member of the Instructional Leadership Council for GCCISD first as a Parent and then as a Community Representative.  Christina enjoys reading, cooking, cheering her family at their many athletic pursuits, and takes her dog Anabeth, a shelter rescue, to as many events as possible.
